Launch of the Model: Panorama of Vietnam’s Private Economy

On September 11, the Advisory Board for Private Economic Development (Board IV) organized the Launching Ceremony of the “Panorama Model of Vietnam’s Private Economy” and introduced the Executive Council along with the key members of the Committees, under the framework of the 1st Panorama of Vietnam’s Private Economy Program.

At a recent working session with Board IV, Prime Minister Phạm Minh Chính emphasized that the Panorama Model of Vietnam’s Private Economy must be implemented in a substantive and effective manner, mobilizing the combined strength of the private sector to help bring the Politburo’s Resolution 68 into reality.

According to Mr. Trương Gia Bình, Head of Board IV, the Panorama Model of Vietnam’s Private Economy aims at the vision of “Public–Private Nation-Building: Strength and Prosperity.”

“We will promote mechanisms of joint action and shared responsibility between the private sector and state agencies in economic development. This will serve as a forum that brings together intelligence, resources, and influential voices, as well as major solutions from the private business community—from large to small enterprises—contributing to the realization of the goal of developing the private economy into one of the most important driving forces of the national economy,” Mr. Bình stated.

He noted that the difference of the Panorama Model of Vietnam’s Private Economy compared to many other programs is that it represents the largest, most comprehensive, and most structured mobilization of private enterprises to date.

The model is designed to operate continuously, across multiple years, not driven by group interests but by the responsibility to design and implement holistic solutions for the development of the economy as a whole, as well as for each sector and industry.

At the event, Ms. Phạm Thị Ngọc Thủy, Director of the Office of Board IV, introduced the new values of the Panorama Model of Vietnam's private Economy. In line with the Prime Minister’s direction, Board IV has been assigned to implement the model, serving as a unique public–private bridge aimed at shifting the mindset from “each acting on their own” to the spirit of “public–private co-creation.”

The highlight of the model is to foster new actions that ensure the effective implementation of Resolution 68 in a substantive manner. Activities will be carried out at three levels—national, provincial, and grassroots—so as to mobilize the participation of enterprises of all sizes and across all sectors.

In addition, the Prime Minister has tasked Board IV with establishing the Private Economic Development Fund to support pioneering enterprises, while also encouraging localities to listen, facilitate, and provide assistance for business operations.

The model also emphasizes a spirit of national commitment, strengthens monitoring of policy implementation, promotes public–private cooperation, and provides direct policy advice to address the challenges faced by enterprises.

Another important component is the identification and recognition of exemplary entrepreneurs and enterprises in each industry, thereby fostering the private sector’s confidence in the nation’s destiny.

The Panorama Model of Vietnam’s Private Economy seeks to create a new growth driver in line with Resolution 57, based on science and technology, innovation, digital transformation, and sustainable development, while effectively connecting domestic enterprises of various types with global markets.

In parallel, the model aims to advance improvements in the policy and legal environment in accordance with the spirit of Resolution 66, closely linked to monitoring specific indicators under related resolutions. Another key focus is honoring enterprises and entrepreneurs with outstanding contributions to socio-economic development, science and technology, and international cooperation.

At its core, the model defines its central mission as driving the strong development of the private sector, contributing to growth objectives and the building of an independent, self-reliant, and sustainable economy.

The model also positions itself as a companion to businesses in addressing national challenges, building internal strength on the basis of science, technology, innovation, digital transformation, and global outreach.

Furthermore, providing a comprehensive perspective on domestic and international contexts, economic trends, and enterprise development is considered a foundation for the model to effectively fulfill its role as a public–private bridge.

Following the Panorama of Vietnam’s Private Economy scheduled for October, the four Committees and working groups under the model will continue with the annual and ongoing design of policies and solutions, working hand-in-hand with the Government, ministries, sectors, and localities to realize the goal of “Public–Private Nation-Building: Strength and Prosperity.”

Within the “Panorama Model of Vietnam’s Private Economy,” structured annual activities are established, including: the Panorama Executive Council; major Committees and Working Groups representing sectors/industries, in order to concretize the scale and development expectations for the private economy as assigned by the Prime Minister.

Also under the framework of the model, Board IV announced that the "1st Panarama of Vietnam's Private Econamy"  is scheduled to take place on October 10, 2025, in Hanoi. The event is expected to feature the participation of leaders of the Party, the Government, central agencies, and around 500 outstanding enterprises of various sizes—large, medium, and small—from across the country.

Also on the morning of September 11, the Executive Council of the 1st Panorama of Vietnam 's Private Economy Progam was officially introduced, including:

  • Mr. Trương Gia Bình (Chairman of FPT Corporation, Head of Board IV),

  • Mr. Don Lam (CEO of VinaCapital),

  • Mr. Mai Hữu Tín (CEO of Unigroup),

  • Mr. Vũ Văn Tiền (Chairman of Geleximco Group),

  • Ms. Nguyễn Thị Phương Thảo (Chairwoman of Sovico Group),

  • Ms. Cao Thị Ngọc Dung (Chairwoman of Phú Nhuận Jewelry Joint Stock Company – PNJ).

Mr. Phan Đức Hiếu, Member of the National Assembly’s Committee for Economic and Budget Affairs, stated that the “public–private nation-building” initiative is spreading entrepreneurial spirit into the public sector, contributing to positive transformation. He emphasized that instead of only providing feedback, enterprises should take the initiative to propose concrete policies—especially in the context of the National Assembly preparing to amend and supplement 48 laws related to business operations.

The Panorama Model of Vietnam’s Private Economy is an initiative launched by Board IV, bringing together the largest, most comprehensive, and most structured assembly of private enterprises to date. Its objective is to mobilize the collective strength of the private sector to accelerate its development into the most important driving force of Vietnam’s economy. The model aims to foster a mechanism of “public–private nation-building”—working together and sharing responsibilities between the private sector and state agencies—thus contributing to the implementation of the Politburo’s and the Government’s resolutions on private economic development.
